Some offensive spells do have a range of touch. WebVampiric Touch states that you "regain hit points equal to half the amount of necrotic damage dealt". It does NOT say that you regain hit points based on the damage of this spell but rather implies damage dealt by the attack itself. You can consider Touch of Death's extra damage as applying to the melee spell attack.
